Recently, there have been a few amendments in the smog laws in California and I heard it during my smog check in Rancho Cucamonga. As far as car capital is concerned, Detroit is recognized as one of the automotive industry's greatest U.S. cities. However, California by all means possible is the No. 1 state for all vehicles such as trucks and cars, particularly from the standpoint of an enthusiast.
Despite the fact that transformation and modification of vehicles are traditional customs that put California, in the spotlight, however in a positive way. Several years back, one of the greatest and most annoying cynicisms is that many of those appreciated modifications to vehicles, particularly mods that concentrate on improving engine and powertrain performance are disapproved a lot by California's Air Resources Board (CARB). Accordingly, it impacted the warranty policies of most manufacturers as well.
Agreed, it's certainly one of the most tragic sarcasm ever, and from Monday, July 19, 2021, onwards, that dejection could turn out to be all-out desperation for few hobbyists in the golden state, as California is widely known as, as mandatory emissions inspections, which is a smog check, conducted every two years on 1998 to contemporary gas and diesel cars and trucks, will now comprise a test to ascertain if any vehicle's ECM has been compromised/ altered/manipulated/ beyond OEM settings, by a non-CARB-approved calibrating or tuning.
By all means, you cannot forget that the ECM on its own is an emissions control device. That is why any alterations to it mandate a CARB Executive Order number for being legal in California. Apparently, it appears quite straightforward concerning engines and exhaust. However, this, in the long run, can become unpredictable if non-EO plug-in devices that alter tire-size data or other parameters are identified. Since, the ECM is an emissions control device, as well, in hindsight, it's the most significant one within the vehicle.
Who is Affected by the Ruling?
It seems that the new order is applicable for all and doesn't single out any specific vehicle, it's quite difficult to believe that amended diesel trucks are nowhere close to the top of the hit list. Through several years, builders and owners of hopped-up oil burners were on the radar of CARB, as they were not adhering to the organization's orders on restrictions in modifying, particularly the application of illicit hard parts for engine and exhaust systems, apart from tuning.
Previously during a smog service in Rancho Cucamonga, I asked regarding the California emissions test process for diesel rigs and detailed specifically regarding the test procedures and criteria before this new amendment. The state of diesel tuning was also seen, as it is concerned with emissions.
The bottom line is that the amendment directly affects owners who have made adjustments to the ECMs of their California-registered vehicles and did not retain the stock measuring system.
Avoid Fines
In smog test centers in California, the pertinent question asked by most enthusiasts with suspect vehicles is expected to be the following- What to do I for clearing the smog test or, how can my truck pass with a hot ECM?"
I cannot predict anything about obtaining a passing grade by adopting the illegal means. It's highly recommended that you never follow this route, due to heavy penalties. If you're caught, it could be severe and quite expensive.
