How do I transfer an out-of-state title in California?

Process of a Title Transfer  

 

At any point in time, if there’s a modification to a vehicle or change of vessel’s registered owner or leaseholder or hypothecating bank, that transformation must be updated in DMV’s records within 10 days and the California Certificate of Titlmust be transferred to the new owner.  

A change in ownership can only take place under the following circumstances- 

  • Sale, donation, or gift  

  • Including or erasing the name of an owner 

  • Bequest 

  • Satisfaction of lien, like full payment of car loan 

 

For the transfer of a title, you will always require the following- 

 

  • The California Certificate of Title, else an Application for Duplicate or Transfer of Title (which is REG 227) (under any circumstances if the title is missing).  

  • The signature(s) of seller(s) and lienholder (if applicable). 

  • The signature(s) of purchaser(s). 

  • The transfer fees. 

 

Based on the kind of transfer (there are additional kinds too), you may have to fill up and provide extra forms. This is even applicable for out-of-state vehicle registration in California.

Transfer Fees 

 

Based on the kind of transfer, you might have to pay the following fees-

5. Notice of Transfer and Release of Liability 
6. Smog Certification 
7. Vehicle Emission System Statement (Smog) (REG 139) 
8. Declaration of Gross Vehicle Weight (GVW)/Combined Gross Vehicle Weight (CGW) (REG 4008) 
9. Affidavit for Transfer without Probate (REG 5) 
10. Bill of Sale (REG 135) 
11. Verification of Vehicle (REG 31) 

 

Process of Updating or Changing Title 

 

As a California Certificate of Title is a legitimate document, it is essential to maintain it accurate and up-to-date. Know about the procedures you can update or change a title.  

 

Order a Duplicate California Certificate of Title 

 

You should order a duplicate California Certificate of Title if the original is misplacedburgled, damaged, unreadable, or not received.  

For ordering a duplicate title, you need to submit the following documents- 

  • Application for Duplicate or Transfer of Title (REG 227). 

  • The actual title (if you physically possess it). 

  • California photo driver license (while submitting form physically). 

  • Duplicate title fee. 

  • When another duplicate title had been issued within the last 90 days, a Verification of Vehicle (REG 31) is conducted by the California Highway Patrol (CHP). This requirement is applicable only if the registered owner’s name or address doesn’t match with DMV records. 

 

You may deposit your application either physically at a DMV office or by mail at the following address-

When you submitting your form to a DMV office, it is suggested that you fix an appointment so that you can avoid any lines.  

You’ll receive your title by mail within 15 to 30 calendar days from the date you deposit the duplicate title application. 

 

Change or Rectifying a Name on a Title 

 

Your original full name must be on your vehicle or vessel California Certificate of Title and registration card. Unfortunately, if your name is misspelled, modifications (e.g., due to a marriage or divorce), or is legitimately altered, you have to rectify your name on your title. 

To modify or rectify your name, submit the following documents- 

  • California Certificate of Title with the accurate name printed or typed in the “New Registered Owner” section 

  • A completed Name Statement in Section F of the Statement of Facts (which is REG 256).
